Description: Columbine, Virginia Tech, Aurora, Sandy Hook, San Bernardino, Orlando . . .  Unfortunately, we are all way too familiar with the tragedies that occurred at these locations. How prepared are you, your staff, and your facility for the incomprehensible act of violence that occurs when an individual randomly poses an active threat? Using a case study of an active shooter event resulting in two fatalities at a park, this session will identify and discuss active shooter trends and methodologies and how to develop site-specific action plans.

Learning Objective:

  • Learn about the various commercial “Active Shooter”/"Active Threat" training programs that are currently available.

  • Identify a methodology to adapt and/or modify these very programs to your specific facilities.

  • Learn from an actual incident in which shots were fired in a small, community park resulting in two fatalities.

Speaker: Jeff Fryer is currently the Aquatic Director for the River Road Park and Recreation District located in Eugene, Oregon. In addition, he also serves as a member of the Starfish Aquatics Institute’s National Staff. Since beginning as a lifeguard in 1975, Jeff has garnered a variety of additional aquatic experiences. He has served as an auditor for both the Starfish Aquatics Institute and Jeff Ellis & Associates, Inc., the Director of Operations for Splash Family Waterpark, Grand Rapids, Michigan, the Aquatic Coordinator for Willamalane Park and Recreation District, Springfield, Oregon, and the Adapted Aquatics Coordinator for both the City of Eugene and Willamalane Park and Recreation District. Jeff has a BA in Recreation and Park Management and is currently pursuing his MA in Public Policy, both from the University of Oregon.
