Session Description:
Finding funding to replace aging assets can be overwhelming, especially in an environment of resource scarcity. This session will share the lessons learned and strategies implemented over a 15-year period at Tualitin Hills Parks and Recreation District to tackle a mountain of backlogged maintenance. Participants will get a detailed look at the process THPRD used to develop a replacement funding strategy including measuring needs, prioritizing funding, and building future reserves.
- Develop tracking and measurement tools for identifying future replacement funding needs.
- Learn financial policy and budget practices to ensure that capital funding needs are highlighted and prioritized.
- Learn how to manage replacement reserves, and how to calculate, fund, and manage them.

Keith Hobson, Director of Business and Facilities, Tualatin Hills Parks and Recreation District
About the Speakers:
Keith has been with Tualatin Hills Park & Recreation District for 18 years. He is responsible for budget, financial planning, and facility management; as such he has been actively engaged with funding for capital asset construction, maintenance, and replacement. He has a bachelor’s degree in accounting from the University of Oregon, and a Master of Public Administration from Portland State University.
