Upcoming Letter of Intent Process for 2017 Supplemental Grant Round for Youth Athletic Facilities (YAF) Program

Important that Your Agency Consider Participating!

Folks, WRPA needs to alert you to a very critical upcoming "Letter of Intent" process for the Youth Athletic Facilities (YAF) grant program. We need your help to make this "Letter of Intent" process a very successful one.

YAF grants help fund the renovation and replacement of outdoor athletic facilities. The YAF program ran out of funding back in 2007, and we have worked to re-establish and steadily build the program in the state's Capital Budget. In 2015-17, the YAF program was funded at $10 million.

For the upcoming 2017-19 Capital Budget, the Recreation and Conservation Funding Board is recommending to the Governor's Office a $12 million funding level for YAF. This was the funding level we at WRPA pushed for.

Unfortunately, since the Recreation and Conservation Office (RCO) received only 22 applications totaling about $4.6 million by the most recent May 2, 2016 application deadline for YAF, the agency does not currently have $12 million worth of projects to grant funds to if indeed the Governor proposes that amount and the Legislature agrees with it.

So, as a part of its $12 million recommendation, RCO will propose running a supplemental grant round in 2017. In an effort to show there are committed applicants for this supplemental round, the agency will run a "Letter of Intent" process during Fall 2016. It is absolutely vital that we have a strong response to the Letter of Intent requests.

The Letter of Intent process will likely take place as early as September 2016 and will be similar to the one that occurred in the fall of 2015. Applicants will need to provide information on their intent to apply, project scope, cost estimates, and anticipated match. The supplemental round will be open to new development, as well as renovation projects. Those who plan to apply during the supplemental grant round are strongly encouraged to submit an intent letter to ensure their ability to apply if funding comes to fruition. Eligible projects are those that were not submitted in the May 2016 grant round or did not qualify for funding in the May 2016 round.

We believe the Letters of Intent will be due sometime in early November.

We hope that your agency can help with this effort and submit a letter of intent when the RCO sends out the request for letters in mid-September. Please pass the word to local parks and recreation agencies - as well as non-profit organizations - your agency works with!
