Washington Cities Insurance Authority (WCIA) will reimburse the cost of up to 5 WRPA Member registrations or an equivalent combination , not to exceed $445 per WCIA member. Washington County Risk Pool (WCRP) members are eligible for up to $189 reimburseme nt per county for either Full Series registration or a combination of Singl e Session registrations. Cancellation Poli cy: All cancellations must be submitted via email WRPA. Cancellati ons submitted on or before July 30, 2020 will receive a refund, less a $20 processing fee. Biography: Amy Gillespi e has over ten years of experience in emergency management. She has led ma ny programs to include alert and warning, emergency operation centers, plan ning, training and exercises, and recovery. Before joining Pierce County, she spent three years with King County Office of Emergency Management, four years with Pierce County Department of Emergency Management and four years with Washington State Emergency Management. She has lead programs that hav e attained national recognition to include Child Abduction Response Teams, Emergency Management Accreditation, and Complex Coordinated Terrorist preve ntion. She earned her FEMA professional certificate from the Emergency Mana gement Advanced Academy and holds a Bachelor's degree in Political Science from Central Washington University. Ms. Gillespie just completed the Master ’s Degree Program at the Naval Post Graduate School studying in the Center for Homeland Defense and Security. She also is an International Association of Emergency Managers Certified Emergency Manager.
Biography: Shannon is a shareholder and member of the Board of Directors of KBM. Her law practice encompasses civil rights litiga tion, employment litigation, labor law, school law, public records act liti gation, and wrongful death and personal injury defense. She represents gove rnmental agencies, school districts, schools, fire districts, police agenci es, and their employees; as well as private corporations and individuals. S hannon has represented her clients in over 60 jury and bench trials in fede ral and state courts and labor arbitrations. She has also expertly represen ted her clients before the Washington state Court of Appeals and Supreme Co urt as well as the Ninth Circuit Court of Appeals. As a further, integral p art of her law practice, Shannon investigates potential claims and provides guidance to her clients on litigation avoidance strategies.
Prior to joining Keating, Bucklin & McCormack, Inc., P.S., Shannon was a Captai n in the U.S. Army Judge Advocate General's Corp where she served for over five years as a Senior Prosecuting Attorney, a Senior Torts Attorney, Chief of Military Justice, and a Military Magistrate.

Jennifer Hills has been the Director of Risk Management for King County, Washington since 2003. King County, which includes the Seattle-Bellevue metropolitan area, i s the 13th largest County in the United States serving a population of over 2 million. King County, through its 15,000 employees, provides direct and regional services such as public health and community services, parks and r ecreation, wastewater treatment, and criminal justice. King County also ope rates the regional transportation network including bus, light rail, street car, and passenger ferry services, as well as the King County Internationa l Airport.
Jennifer is responsible for establishing a culture of bala nced risk taking using a risk-value framework, implementing ERM, and managi ng a broad risk management program.
Jennifer received her B.A. in Bus iness from the University of Washington, and her ARM-P and CRM designations . In 2018, Jennifer was named Public Risk Manager of the Year by the Public Risk Management Association (PRIMA) and was named to the Risk and Insuranc e Management Society’s (RIMS) Risk Management Honor Roll.
